As Senior Associate and Project Coordinator for Entitlement and Due Diligence Services with Urban Concepts for the past twelve years, Leslie has completed evaluations for properties of all sizes, types and uses, located throughout the country. She is responsible for evaluating a subject property's compliance with local building and zoning codes as well as the review of any leases or Covenants, Conditions and Restrictions binding the property.

Over the past several years, Leslie has completed Entitlement Evaluations for a broad range of properties highlighted by the Carmel Valley Ranch Resort, in Carmel, California and the Peaks Resort and Spa, in Telluride, Colorado; along with the NRG Energy Portfolio spread over upstate New York and Pennsylvania. As part of her work, she performed extensive research into the 1700 acre Carmel Valley Ranch property, unraveling the regulations and permits affecting the complicated combination of resort amenities, public rental units, open space elements and private residential communities.

Along with her entitlement expertise, Leslie has also recently completed work on the site construction documents for a 7 acre retail project in Baldwin Hills , California . For this project, she was also responsible for generating 3-D computer drawings for review by the adjacent community and the Los Angeles City Planning Department. In the same role, Leslie also supervised the preparation of site construction documents for the recently completed General Services Administration's Military Enlistment Processing Facility in Los Angeles.

Ms. Lombard provided support for the development of the construction documents for the Park Place Retail and Entertainment Complex in Irvine , California . She also was instrumental in the design development, permitting and construction documents for two helipad facilities at this same complex. Leslie also has prepared the construction documents for various tenant improvement projects while at Urban Concepts. These have included Western Mutual suite in Agoura Hills and the 13,000 square foot Berlitz International Translation Center , in Santa Monica.

Prior to her engagement with Urban Concepts, Leslie was employed as a Construction Manager with Northrop Corporation, in Los Angeles . Her projects included the management of a structural upgrade of a 700,000 square foot manufacturing and office facility and the renovation of varied building types with emphasis on ADA handicap access and asbestos abatement. While at Northrop, Leslie also supervised and assisted in many environmental related projects, such as groundwater remediation and the implementation of toxic emission reduction designs per Proposition 65 regulations.
